Alternatives to "Lightweight Aggregate" ?

New user here, and finding a wealth of information. I have a question for all of you and I am willing to entertain ideas and concepts.
I have a project, which consists of excavating behind an existing wharf wall. the wall is steel sheet piling and has deflected. We will be leaving the sheet piling toed into the clay at the bottom and once the landside is excavated, we will use existing tie rods and dead man to realign the wharf wall. Once completed, the open excavation ( 160' x 24' with a 1 to 1 layback ) which will be filled with incoming river water, will need to be backfilled. I am currently pricing this with a lightweight aggregate that is only specified by sieve size. My impression is lightweight was chosen to lessen lateral loading on the wall. the lightweight will be placed into the open excavation in 3' lifts and compacted. Naturally we will be underwater, so an exact compaction will not be certain. My main issue is no local availability of "lightweight aggregate". The project location is in southern Wisconsin. closest sources are a considerable distance.
Currently I am considering
- trying to negotiate with a local material supplier to basically make this material
- options that would include a surplus of local fly ash. material could be mixed or coordinated on my site
I am interested in any and all possible alternatives. While it will be considered structural fill, this finished product will not need compaction suitable for a structure at any time.
