Can anyone recommend good books for the design of Stainless Steel(particularly 304L/316L) - Annealing, pickling , passivating, service material requirements ( i.e. NACE MR0175) , hydro test ( max chlorides),
proper bolting selection, paint, etc.

Lippold and Kotecki, which has proven to be very useful for me (as a welding engineer), but this one doesn't really covers design. Still, it's a handy reference.

There is also and ASM Stainless Steel handbook, it is a very succinct volume.
304 and 316 have very low tolerance to Cl, especially if you cannot force dry the system.
For hydro water we use 1ppm max Cl and 4 uSe conductivity.
