I'm considering starting my own company but at least 40% of my work is DSA and OSHPD thus not sure if the time is right.
I'm sure tired of making other people rich. Can I design a component of a "SE" required building. Ie 4 Stories or more, schools, hospitals.

Some of that may come from the engineering regulations rather than CBC.

In the past, I was occasionally involved in fairly mundane work in California. One thing that wasn't obvious is that there is a LOT of work that doesn't require an SE by the state rules, but the customers would still expect an SE, so it wasn't just entirely an issue of what the law allowed you to do.

For OSHPD, "A civil engineer may prepare construction documents or reports for the anchorage and bracing of nonstructural equipment" per section 7-115(b) in chapter 7 of the 2013 California Administrative Code (CCR Title 24 Part 1 - the CBC is Part 2, Elect is Part 3 etc.) But in practice, SE's usually do this too.
