I am not a native English tongue, please forgive my grammar mistake if any.
I am doing an oversea project and face a problem.

In deep beam or foundation sometime we would use skin face to prevent side face crack.
As a structural component, of course it need hooks in both ends.


But sometime we just allocate a pair "skin reinforcement" (in the middle of beam height) in deep beam or foundation's side face only for fixing the stirrup.
In this case, what should we call it and it still need hook or any other anchorage in its end?

You call them "support bars". If that is their only function, hooks are not required.
