I believe your assumption is correct. The European (now more common in the US) style forming systems utilize a plastic sleeve over the threaded rod ties that are common with the systems. Common with the clamped-style forming systems. Google Doka or Meva and check out their wall systems.

I've never seen that either. Maybe they ran out of ties and jury-rigged something out of whatever was on site?

I vote for some type of form tie. Just ask the contractor what they are.

It is a very common form tie method. Very common with the European style clamped forming systems. Also very common in my area for bride abutments.

We use pvc sleeves for form ties in heavy construction all the time. We use either the rope-threaded tie rods or dwidag bars, embedded in the sleeves so we can reuse the bars. This is usually for big pours and huge form pressures.

dhengr - I refuse to answer that question honestly. Funny how spell-check doesn't catch the wrong words with correct spelling, and that my mind sees the right words as I'm typing.
