The problem was, from your original model, Extrude(19) and the two Draft features following it (actually the Draft features played no role in this, just the Extrude). If you suppress Extrude(19) then you can create the 1.0 mm Shell operation (in fact you could go up to 1.2 mm, which is the thickness of the base of your model). So to avoid the problem, simply reorder Extrude(19), and the two Draft features, to AFTER the Shell operation.

As to WHY this was causing a problem, even though you were attempting to Shell only that part of the model at the 'back-end' as it were, since those Extrudes were part of the body selected and since at least a portion of the cross-section of the model in the area of the Extrudes (as a result of the Extrudes) exceeded 2.0 mm in thickness, the software tried to 'shell' that part of the model as well, but that was not possible due to the actual distance between some other faces so the overall Shell operation failed.

Anyway, just reorder Extrude(19), and the Draft features, to AFTER the Shell operation, and you should be good to go.
