Is a "shall" in an NFPA a must or is it not compulsory ?

Hello,

I was asked this question as the NFPA uses quite often a "shall".
How do/would you handle this topic?

Thanks for the good answer!

RE: Is a "shall" in an NFPA a must or is it not compulsory ?

"Shall" is also found in "Definitions" in various NFPA Standards, i.e. 10, 13, 25, 72

RE: Is a "shall" in an NFPA a must or is it not compulsory ?

Just remember that a lot of NFPA content are standards which do not become requirements unless the prevailing building/fire code references the section and the year in their documents.

So, in that case, "shall" may or may not mean anything.

There is such a thing as voluntary compliance. If compliance is claimed, then the shalls shall be met.
