I am designing 6 meters steel pole carrying two small light within 300mmx300mm size I was wondering how can I apply the wind loads on the face of the 300mmX300mmX100mm lamp in order to check if the 50mm steel pole would not fall. I am not sure if it is correct to get the wind pressure by 0. 5x23x23x1.25, then times the area of the lamp?

There's companies around that will provide a light pole already designed for wind. Why don't you buy a manufactured pole?
Note that they're smart enough to know that once you put a pole up, someone might change the fixtures so they give a EPA (effective projected area) for each pole to allow for future changes.

I can you that a 6m tall, 50mm diameter pole is not going to work.

according to European Standards (EN 40) : length (above ground) 6 m top diam 60 mm bottom diam 130 mm thickness 3 mm

The pole is supported by PCC ring above the ground. My question is how to determine the wind load value. The wind speed is 23 m/s so the wind pressure is .0,5 x 23 x 23 x x1,25 kN/m2.. Therefore the point wind load is (,5x23x23x1.25) x the area of face light (.3x.3) which is small force resulting in small moment compared to PCC weight.
