I know how to create an offset datum plane. I know how to create an angled datum plane. I can even create an offset, angled datum plane. BUT... I don't know how to add that "2nd angle."

A little help here, please.

About that best that you can do is to create a combination of Datums to get what you want, as seen in the attached example.

An alternative option is to use datum csys features. If you use an "offset csys" type, you can reference an existing datum csys and specify X, Y, Z offsets and X, Y, Z rotations.

Thanks cowski, but our customer has dictated that each model have only one csys with everything coming off of that.

I understand having modeling standards; but when your standard makes modeling more difficult by preventing you from using a tool at hand, it is time to rethink your standard.
