I'm using HEC-HMS to estimate flood flow in ungauged basins associated with highway projects that intersects many watercourses, where stream discharge data were not available for calibration and validation.However historical precipitation data are available only for some of the locations. How to do the HEC-HMS model calibration & validation? Is there any method to verify the HEC-HMS peak flow results?

If there are regional regression equations available in the area one can use those or if there are other "gauged" watersheds with similar characteristics then you approximate with that data. This is not an uncommon occurrence; just use the best available data that you have.
