When designing the horizontal leg of a shelf angle (hot rolled section) for a line load at the end with the vertical leg bolted to the edge of an RC slab, I would usually design for strength in bending based on the section modulus but could the plastic modulus be used?

The plastic modulus could be used. Be aware, however, that it's use implies greater deflection. When I design shelf angles for brick, I don't usually consider the whole length of the horizontal leg to be effective in bending. Instead, I'll assume that only a discrete length in front of the vertical leg bolt/weld is doing all of the work. 8-12" or so. This saves me the effort of looking at the angle in torsion and, in my opinion, is a better reflection of the true behaviour given masonry's tendency to arch over flexible things.
