So structural engineer is being an ass and keeping his slab at 350mm, therefore I have no choice but to install my floor drain inside the concrete slab (due to local code floor drain neck can't exceed 500mm and due to slab being 350mm by the time this is installed below the slab i would of exceeded 500mm allowance)
Does anyone know of any manufacturers that provide this ?

Floor drains are commonly installed in slabs. Sometimes, so the concrete doesn't overflow into the drain, the plumber can form out a small square pocket in the slab with the piping sticking up past the slab, so he can cut the pipe and install the drain later. He then patches the floor with some additional concrete.

Do not know where you are located but common floor drain manufacturers I have used are Zurn, J.R. Smith, Watts, Mifab.
