Hi

Is there any difference between SA213TP316 & SA312TP316 except in tolerances?
Can one be substituted with other technically, if wall tolerance is not an issue of concern?

Yes, provided you understand one specification is for seamless or welded pipe and the other for tube.

The testing is different and tolerances also.
When you order pipe you order to NPT and sch, not real physical sizes.
People will make you tubing to this size, but under the tubing rules which are much stricter.
Going from a pipe spec to tubing is usually an improvement in quality, but going the other way is often a downgrade.
