Question, do you still have to maintain spacing rules against walls when the walls are framed to the deck but the sheetrock stops at 2'-0" from deck.
So there is no obstructions to the sprinkler spray pattern, but walls will scattered about in a large space.

So my question is do I still need to space sprinklers from wall since basically the sprinklers are open above the wall?
No grid exposed system.

If you are only trying to protect the room the heads are in, than yes space max allowed off a wall.
But also assure you have min six foot separation between any heads, including adjoining room

If you are able to meet the vertical obstruction rules, and protect over the wall, than the spacing off the wall might also change

Also maintain 6 ft min. between heads as previously noted.

So they proposed adding some walls and rooms here and there but realized they would have to move the heads around and relocate some sprinklers. The thought was to add these walls and frame them up to the deck, BUT only sheetrock up to within 2'-0" from deck.
Therefore that would create no obstruction to the flow of the sprinkler, BUT with the sprinklers open above due to opening above in walls, do you still have to abide to spacing rules off the walls, let say a head ends up being 10'off of the wall.
Do I treat this as a vertical obstruction? Do I maintain spacing off walls either though the heads will "see" each other room to room.

Are you the sprinkler contractor???
The vertical obstruction rule needs to be applied.
And applied in each room.
Not sure a blanket statement would be a good idea to follow.

One section to check is 8.6.5.2.2 NFPA 13 2010 edition
suspended or floor mounted vertical obstructions, along with the rest of 13
a blanket statement would be a good idea to follow. You need to look at the complete coverage to see if it complies with 13.
