I just started splicing rebars of column and found out that the rebar length is 6.65m and the available full length is 12.0m. So I just cut it into two so that the rebar to be spliced will be 6.0m only which is short by 65.0cm. So I want to offset the splice from the center by 65.0cm upward to satisfy the required length of splice which is 1.3 x Ld. Does it not adversely affect the structural integrity of the the building? Please any expert on this, kindly give your opinion.

Are you adopting a cranked column bar splice?

I'd recommend posting a sketch to illustrate the details of your problem.

It sounds as though you may be proposing a splice length shorter than specified. If so, that absolutely would compromise the integrity of your structure. It might also pose a constructability problem if it would require suspending the upper column cage above the slab below.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

I think that's acceptable. Just ensure a full lap splice and same effective depth of the bar from the plastic neutral axis (ie don't position the splice bar towards the centre of the column).

Can't really answer the question without knowing anything about the seismic requirements for the project. Probably a better question for the engineer that designed this. If this is a special moment frame column (or perhaps even a non-frame column if you're not checking or it doesn't work for moment/shear under design displacements) then you'll likely have requirements to splice at or near midheight. In the US, your splice is supposed to be within the middle half of the column in its entirety, so shifting the splice by 65 cm may very well put part of your splice outside the middle half of the column. Don't know what requirements may be in your jurisdiction, but something to look into.

Thank you all gentlemen who gave these opinions on this matter. For additional info, the building is moment resisting frame so that splice is placed at midheight of column. My point is, I would like to offset the splice position upward from the center by 65cm and extend the splice length upward by 80cm so that the splice length will become 314cm. The rebar size is dia 25mm. Please kindly send any rejoinder..Again thank you gentlemen.
