Can we use 1010 or 10B21 instead of SWCH10R for bolts?
how about AISI- 10B38 instead of SWCH10R?

You should use IFI-1010 according to ASTM F2282 as a replacement for SWCH10R.

IFI-10B21 or IFI-10B38 are used for heat treating parts to higher strength. These may not be suitable for this application, so you should avoid them.

SWCH 10R does not have a defined chemistry but it is defined as having a minimum UTS of 290 MPa and a maximum hardness of 85 HRB (which equates to an approximate tensile strength of 565 MPa). The steel you use should be specified to fit in this range after heat treatment.

I know nothing about your application. The reason the boron alloys may not be suitable include weldability, formability and cost.
