I would use an SFA 5.4 E410 stainless steel or equivalent.

It also has limits on N, Al, And B.
There are special 410 fillers, such as S41086, with higher Ni (reduces hardness) and Mo (to restore corrosion and creep properties). Weld fillers like E410NiMo are a place to start.
Or variation of 414 that are stabilized.
Or even some 420 variations that nave Nb in them.
You will need pre-heat and PWHT (re-temper) in order to weld this.
Does this application depend on corrosion resistance or creep strength? That might direct which alloys are the best choice.

What would be the required preheat temperature, heating and cooling rate, soaking time and temperature during PWHT?

Preheat would be 500 deg F (260 deg C).
Your post weld heat treatment will be based on the original temper heat treatment temperature and remaining 50 deg F (10 deg ) below this temperature. Otherwise, you will soften the original strength of the X19CrMoNbVN11-1 material.
Heating and cooling rates should be less than 600 deg F/hr or 310 deg C/hr.
