Outdoor Storage of Chemical Products

Sirs;
We want to design an outdoor (no shelter) storage area for chemical containers (hundreds of Iso tanks, capacity: 26000 litters each tank).
Several chemical products are concerned: Defoamer, Biocide, Demulsifier, Methanol, Glycol, Corrosion Inhibitor, Reverse Demulsifier...etc.
These chemical products are used in Oil Production facility.
Our concerns are as follows:
a) Is there any chemical product from the above, which shall never stored outdoor?
b) Which fire protection system shall be provided in such cases: CO2 or powder extinguisher or fire water network?
c) Shall we provide a fire detection system or not?
d) Which international code is governing the fire fighting systems of chemical products stored outdoor?

You need to determine there is any fire code / building code you have to design to.
Suggest hire a fire protection engineer to look at all chemicals involved and also come up with a storage plan

These are my suggestion only:
Our concerns are as follows:
a) Is there any chemical product from the above, which shall never stored outdoor? you could go through the Material Safety Data Sheet with reference on the properties of the chemicals, and you could refer to NFPA-30. Maybe, because of the properties of the chemicals, they should not be exposed to direct sunlight.
b) Which fire protection system shall be provided in such cases: CO2 or powder extinguisher or fire water network?,go through the Material Safety Data Sheet, this will tell you the appropriate fire fighting measure that is suitable for different type of chemicals, Example:If you use water, There are some chemicals which tends to react with water causing the releasing of heat and flames. If you use water on these it would just increase the fire.
c) Shall we provide a fire detection system or not?, NFPA-30 is good start to refer to.
d) Which international code is governing the fire fighting systems of chemical products stored outdoor?, NFPA-30 is good start to refer to.
In general, you must make sure that the international codes and standards you will use is adopted by your AHJ.

Separate the two areas by the distances suggested by NFPA-30. Consider the design of pipe racks at the same time as your design of the storage areas
Install a fire-protection system/ leak containment system for only the Flammable area.
Your question borders on that ancient area of engineering knowledge known as "Process Plant Design".
The suggestion on hiring a FP professional is a good one ......
