thread179-380713: What triggers stairwell handrail upgrades?

Prior discussion on this topic mentioned ADA compliance vs code compliance of existing facilities.

Herein the code differs from the ADA in that the code does not require upgrades to existing "older" code compliant elements such as handrails where no work is occurring. However ADA requires building owners to identify barriers to access and to remove/revise/correct them. It should also be noted that handrails without horizontal extensions and lower heights are seen as risk management concerns that if not corrected may be seen as a possible causation in trip and fall cases.
