  Your query is difficult to understand, but I'll translate as much of it as I can for others:

"I'm very interested in digital communication.  I wish to design a system to transmit voice (300 - 3400 Hz) digitally via a twisted pair (read telephone or equivalent).  I want intonation(?) quantified and coded re: HD3B(?). A pair of 64 K(baud) modems are to be used.  I want an accurate reproduction upon decoding.  High frequency modulation is not a problem (in theory), the choice of ????????? (8kHz), but interfacing this to the modems is my problem.

I realize it's a poor translation but I hope it helps.  Perhaps you could explain further the missed (????????) portion.

The only problem I see, is that you aren't going to be able to do 8K sample rate.  By the time you allow for start and stop bits, and doing 8 bit A/D at most you can get about 5.5K sample rate.  So, your voice band is at most going to be half of that.  That may be good enough, as that will cover most of the frequencies of the human voice.
