Is the ACI 117 fabrication tolerances applicable to Ties or stirrups Hook extensions?

Say a #5 or 16mm diameter tie with 90 degree turn plus 6Db extension. Is the +/- 1 inch or 25mm tolerance as
shown on ACI 117 tolerances for #3 through #11 diameter bars still applicable? Do the 6Db extension can still
be reduced by 25mm tolerance? Or the tolerances as shown on ACI 117 applicable for primary/main reinforcements only
