Hydrotesting Boiler External Piping

Hydrotesting Boiler External Piping

Some different views would be greatly appreciated.
ASME Code B31.1 Boiler External Piping
B31.1 Para 137.2.1 allows the joints to be covered with an extended holding time and prior agreement of the parties involved. Para 137.3.1 states that for BEP piping it shall be tested in accordance with ASME Section I, PG-99. I don't believe that Section I addresses this specifically but I have found an interpretation.
Section I Interpretation I-86-01 essentially states that all piping is to be exposed for the hydrotest.
