(OP)
As a new Pressure vessel designer what would be best for start working, current pressure vessel project or totally new project?

RE: Give your opinion

I would recommend working on what your boss wants you to work on.

Which (since you are the newbie on the plant, in the office, or behind the boiler room insulation) will probably be the dirtiest, scuzziest, most cold (or hot!) least comfortable position possible. In 20 years (in 4 years) you will need experience working in new design, replacement, repair, and overhaul.

Go get dirty, get a good batch of humility under your belt, before you try selecting the choice jobs.

RE: Give your opinion

Choose the job with the better boss and / or the better mentor, if you have the choice.

RE: Give your opinion

Whatever you are doing for a job at the moment, stay with it until you become more competent, then you can be more selective.

RE: Give your opinion

"....current pressure vessel project or totally new project?": not important

Try a company with: international expertise, prestige, a serious way, culture......etc
