Are there any major difference between the latest 2013 California BC and ASCE 7-10 for seismic design? I recall that in the previous codes some of the R values were different between the two but I can't seem to find any differences.

I don't reside in CA and use CBC only occasionally.

Provided the project is not a hospital (OSHPD 1), correctional treatment facility (OSHPD 4) or public school (DSA-SS), there are not a lot of differences in the seismic design. The CBC can be viewed online at http://www.ecodes.biz/ecodes_support/Free_Resource.... If the project is one of the aforementioned, look at chapter 16A section 1616A for modifications to ASCE 7. If it is a community college (DSA-SS/CC) look at chapter 16 section 1616.

If it is a state owned or leased essential service facility, it may also need to follow the chapter 16A requirements. I can't remember, but all of these classifications are in chapter 1 of the CBC.
