What exactly are meant by tangential stresses in the context of Appendix 2. I've just done some calculations but I'm trying to understand what direction these stresses act in. Are these the forces caused by the inward bending of the flange due to the bolt load?

If so, check the definition of moment Mo in 2-3 and 2-6. Also, Figure 2-4 shows you the forces and lever arms that are considered when calculating Mo...and then ST.
Note these calculations are design calculations only and not stress analysis calculations.

When you try to have a ring rotate about its circumferential center line, half of the section goes towards outside and the other half towards inside. The part that displaces towards outside undergoes an elongation and thus tension stresses, the opposite of course the other half. So the section is under bending and displays tangential stresses.
