how can I know whether 4330V(275degree temper or 450 degree temper)is a wrought steel and where can I find its phase equilibrium diagram

Wrought steel goes through deformation after initial consolidation from liquid or powder. Ask the material supplier if the material was rolled, forged, extruded, drawn, etc. after casting or sintering or however it was made. For a phase diagram, you can use the basic Fe-C (or Fe-Fe3C) phase diagram. If you need something very specific to 4330V, then try here:
