Finned tube surface area ratio between bare tube and extended surface information is always provided by the finned tube manufacturer.

You have the guys that designed the fining.
It depends on the fins (pitch and height), medias (the fins must be on the side that is limiting heat transfer), velocities, LMDT, and about 10 other design variables.
There is no such thing as text book fin calculations, unless you don't mind being off by 50% either way.

issue is
surface area = 3.14 x avg dia of fin x developed length of the fin

but i say as we are considering the developed length we should take the internaldiameter of the fin
then surface area = 3.14 x Inside diameter of fin x developed length of fin

No, that is not the surface area of the fin.

At the very least you should include the area of both sides of the fins. You might also consider including the area of the fin tips and the area of the tube between the fins.

Using British units and assuming a 1 inch OD tube with 5/8 inch fins, 10 fins/inch I get 5.58 square ft/ft. Your equation comes out 8.48 square ft/ft (if I understood your developed length term correctly).
