It is my understanding that all concrete swimming pools leak over time; some may only show dampness and some may show constant drips in many places. If the chlorinated water continuously travels through the same reinforcing steel in the concrete, is there a way to estimate how long it takes for the steel to be rusted to say 90% of its cross sectional area? On the other hand, if chlorine evaporates quickly in the pool, does it still have the strength to damage the reinforcing steel at all?

Where is the reinforcing steel you are concerned about? Also, there are a LOT of factors that play into that. And is your background in engineering?

They don't all leak over time, unless they crack due to movement. Concrete pools should last many years if well maintained, with the chemical balance of the water monitored well. Mine is about 25 years old, and is in great condition. Because the concrete stays wet, and the alkalinity of the concrete protects the reinforcement, corrosion is rarely an issue provided appropriate cover is provided. The surface finish may deteriorate with time, especially if the chemical balance is not good, but the surface can be replaced.

At the end of every sewage treatment plant is a disinfection system. Usually it's a chlorine contact basin. These involve very heavy doses of chlorine. We don't do anything special to the concrete in a chlorine contact basin.
Your pool isn't going to have any issues with the small amount of chlorine involved.
