We are planning for PQR having following specs:

Material : SA-333 Gr 6 to Sa 350 LF2
Cladding : Inside and weld joint Alloy 825

Groove to qualify: 14.27 to 24 mm

Process : GTAW : up to 10 mm
SMAW : from 11 to 24 mm

My questions are:

1. As per ASME Sec.IX QW 453 tensile testing is not required for weld corrosion overlay PQR. Why it is so? We will just to DPT and bend test?

2. For P1 PWHT is required in B31.3 above 19mm but the PWHT chart do not show for P 45 which is inconel 825 of which the cladding will be done. Do we need to do PWHT? If yes than we will follow the requirements for P1 or there are some special requirements for overlays?

Your question is not very precise.
To question 1:
I assume you need:
  • a PQR for cladding: please follow QW-453 and
  • a PQR for joining of the cladded metals: please follow QW-217

To question 2:
ASME B31.3

323.4.3(d)
Fabrication by welding of clad or lined piping components and the inspection and testing of such components shall be done in accordance with applicable provisions of the BPV Code, Section VIII, Division 1, UCL-30 through UCL-52, or the provisions of ChaptersV and VI of this Code, whichever are more stringent.
and
ASME VIII/1
UCL-34 POSTWELD HEAT TREATMENT
(a) Vessels or parts of vessels constructed of base material with corrosion resistant integral or weld metal overlay cladding or applied corrosion resistant lining material shall be postweld heat treated when the base material is required to be postweld heat treated.
When the thickness of the base material requires postweld heat treatment, it shall be performed after the application of corrosion resistant weld metal overlay cladding or applied corrosion resistant lining unless exempted by the Notes of Tables UCS-56-1 through UCS-56-11.

That means you have to follow UCS-56 because since Ed. 2014 of ASME B31.3 ASME-VIII/1 is more stringent concerning PWHT of P-No.1 materials.

Note (b)(3)of table UCS-56-1:
for welded joints of all thicknesses if required by UW-2, except postweld heat treatment is not mandatory under the conditions specified below:
...
(e) for corrosion resistant weld metal overlay cladding or for welds attaching corrosion resistant applied lining (see UCL-34)provided preheat to a minimum temperature of 200°F (95°C) is maintained during application of the first layer when the thickness of the pressure part exceeds 11/4 in. (32 mm).

That means for your cases above PWHT after cladding is not required.

Because the committee felt that for corrosion resistant weld overlay where the overlay is not considered part of the strength of the object, tensile testing is unnecessary and the integrity of the clad is more important for service.
