For a new steam piping project, the client has specified B31.3

I thought this should have been B31.1

Is there a boundary from what code starts and ends where?

Also for the steam is at working pressure of 7 bar, the client have specified slip on flanges but i would have specified weld-neck.

Any help appreciated.

Section 1 deals with boilers, B31.1 deals with "Boiler External Piping" and then after that it can be B31.3 or B31.1,
Have a look at B31.3 300.1.1 (3),
