Looking at Table 4-9 of AISC Steel Manual 13 ed (page 4-136), what is the significance of the dashed line?

It is also in the 14th edtion on page 4-137.

NOT THE BOLD LINE; which is the unbraced length that exceeds KL/r < 200

Look at the commentary for Table 4-8 (Page 4-7 through 4-8 in my 14th Edition). It has to do with number of intermediate connectors between the two angles.
