Has anyone had any problems using vegetable oil as a rust preventative in a pressure vessel with hydrocarbon liquids?

Yes, it doesn't work.
Some veg oils dry, some don't, and all of them will be somewhat hydroscopic.

Depends on the hydrocarbon, some will.
