please can anyone tell me the logic behind fixed dp sensor set point location at different loads?

There are many reasons, but a primary one will be to deliver required outside air at reduced loads.

Need more information. Talking air/water system?
In a chilled water system, you want to make sure you have adequate flow/pressure at your most remote coil.
In a VAV system, you want to ensure adequate air is available for your VAV boxes as units closer to the fan open you will starve remotes boxes of air.

Logic can be explained by reading the 2015 ASHRAE Handbook - HVAC Applications, Chapter 47: Design and Application of Controls. The chapter is 21 pages long and really hits anything you would want to know about DP control on air or water-side devices.
