We are currently designing what can loosely be descibed as a riffle range.  In the past, we have always used air handling units with electrostatic filters and HEPA filters.  I have been approached by a manufacturer who sells gaseous filtration systems who tells us that carbon filters followed by HEPA filters is a better (more modern) approach.  Any comments?

Any form of activated or high surface area carbon should be used in gas cleaning only with extreme caution.

Catalytic oxidation can occur if combustable matter is present. Carbon fires are a real concern where packed or fluidized beds are involved in industrial processes.
