Is it possible to machine a pattern of parallel holes that have the following criteria, and if so how easy/difficult is it?

1.    Material: Cast medium strength steel
2.    Hole dimensions: 9.5” long, 1.5” diameter
3.    Hole tolerance: LC3 fit = 0 to .0026” diametrical tolerance for a tolerance zone length of 13.5”

Almost anything is possible with the right budget.  The tolerances you mentioned are not all that insane, but you did not mention exit location tolerance(angularity), this one factor alone has the potential to bankrupt a project budget.

Is 1/2 a degree tolerance to difficult to achieve with a boring bar setup?

1/2 degree is a simple target (+/- .039 on 9 inch depth), but I'm not sure using a boring head is the way to go, unless you've got just a few holes.  9 inches out on a bar small enough to bore out 1.500 is not conducive to a rigid setup.  You may want to talk to a gundrilling shop, or even simply drill and ream.
