Hello,
I would appreciate if someone could elaborate on the following text at the bottom of table 5.7 in ASME VIII, Division 2:

"(3) E is the % elongation and RA is the % reduction in area determined from the applicable material specification."

How would one go about to obtain these parameters (E & RA)? What are typical values for an arbitrarily chosen steel?

The values are obtained from the individual material specification. Often only one of the two will be provided.
