What is the thickness tolerance for boiler tubes? I know for piping the thickness tolerances are plus/minus 12.5%. Is there something similar for boiler tubes?

Yes. Please see SA 1016, Table 2. The % wall thickness is based on hot or cold rolled finish and OD.

The standard of the tubes should be including all type of the tolerances. Please check the the tube standard that you are using.

An example, SA-210 A1 tubes, in ASME Section II, Part A, there is no mention of dimensional tolerances (OD, ID, thickness). So where could I find tube tolerances?

You will see that in SA210 it refers you to the general spec for such tolerances.
Off hand I don't recall which one it is for that spec.
