Who is responsible for the final inspection and approval of demister pads installation prior to box up and operation? Is the Process Engineer or Plant Inspection Engineer? We have a very long argument with regards to the responsible person? Kindly help us.

Normally this is responsibility of the Inspection authority and NOT the process engineer. Inspection authority needs to verify full conformity of the field installation against related drawings and project specifications and seal it with his signature on the RFI sheet (or whatever is the official form and format of the document), of which Process discipline represents just a segment.

Equipment can be boxed up without inspection of the Process engineer within the project team, but it cannot be (and it should not be) boxed up without approval of Inspection authorities.
