I am designing hollow core plank and the job requires very short planks such that the area of prestressing steel required for strength is very low, less than As minimum calculated using ACI 318 18.9.2.

I can also demonstrate that the tension and compression stresses are well within limits because the slabs are very very short, like only 2.5m or less.

Is there a case to waive 18.9.2?

Why would you want to? It would probably cost more, as hollow core planks are a commodity item, and don't like change.

That clause only applies to unbonded prestressing. Assuming that that your HC plank is prestressed with bonded tendons, 18.9.2 ought not apply to any length of plank.
