(OP)
We have poured the concrete of footing in foundation (please see the picture)
the required concrete strength is 28 Mpa but it fail on 22 Mpa,
what are the best solution for such problem

Continue curing until it hits 28 MPa or adjust your design so that it can use 22 Mpa. Not much else you can do unless you want to reinforce it with additional concrete or demolish it and start over.

we already waited 28 days and did the special tests on the existing footing, it failed
client didn't accept to check and adjust the design for 22 Mpa
we have 2 options
1-remove the footing and reconstructing from the beginning
2-cont the pedestal bars and consider the existing footing as blinding concrete and do the constructing from the beginning also

which one do you thik best
and is there another options

If it's just one footing probably easier to just remove and redo the footing I would think. Don't really think you have other options than the 2 you listed.

From your sketch, it looks like you have plenty of room to cast another footing on top of the one which has been rejected.
