I have a part with a large surface, but I do not want to whole surface to be the datum, but just a "Ring" shape, which consists of an outer diameter and inner diameter. Can this be done with datum targets?

Yes -- on the print/model you need to show the outer diameter and the inner diameter of your ring area (usually as basic dimensions), and then cross-hatch the annular area. Label it as a single target (A1, or whatever). Also be sure to locate the center from other datums that it will be used in conjunction with.
