In the 2014 edition of B31.3, Para 331.1.7 was removed as well as the BHN values in Table 331.1.1. However, Para 331.1.7 is still referenced throughout the standard.
Does this mean that Hardness testing is no longer required after PWHT?

Para. 341.5.2 of the 2014 edition still references the now-deleted 331.1.7: "The extent of hardness testing required shall be in accordance with para. 331.1.7 except as otherwise specified in the engineering design."

Are there more remaining references to 331.1.7?

Do any of the B31.3 experts here know if the intent was to remove the hardness test requirements? If so, could you comment on the reasoning for this change?

I checked with an ASME staff member and the 2014 edition of B31.3 does not require hardness testing unless specified in the engineering design. They'll look at removing the references to 331.1.7 in the next edition.

If memory serves, based on conversations with petrochem metallurgists who were working in the 50's and 60's, the original purpose of hardness testing after PWHT was to verify that the appropriate PWHT was applied. Before the advent of electric resistance heating coils, localized PWHT was applied in a number of somewhat dubious methods. With better controls today, the potential for inadequately applied PWHT is less and the engineers' rational for requiring PWHT should be based on service requirements (stress corrosion cracking, severe cyclic service, prevention of brittle fracture, etc.)
