Dear All,
My Question is : If a welder has done performance qualification for SMAW using E-7018, would also qualified for E8018 ?
Note : other variables are unchanged

Yes, assuming no other change from E7018 to E8018 (see ASME BPV Section IX Table QW 353), and as qualified with/without backing.

See ASME BPV Section IX, QW 404.15,and Tables QW-432 and QW-433.

First, please review Section IX, QW-353, now look at filler metals, either a change in F-No or thickness deposited are essential variables. You can figure this out.

For both electrodes the type of covering is Low-hydrogen potassium, iron powder (Designator 8). Electrodes with this covering type are assigned to F-No. 4 (see Tables QW-432).
Acc. to Table QW-353 with reference to QW-404.15 your welder is also qualified for E8018.
