Attached is my analysis of the perimeter steel angle for the grating over a trench drain near the bottom of an existing ramp to an underground parking garage. I believe that the upturned leg of the steel angle will be subject to lateral forces caused by the acceleration and braking of vehicles, since the project manager would like to extend the mastic traffic topping system (1" thick) to 3/8" of the back of the angle, and fill the 3/8" with a sealed joint.

Even if he were to eliminate the compressible sealed joint, and extend the mastic tight to the upturned leg of the angle, I think the mastic may be too compressible to resist much force and the steel angle will resist most of it.

Question:

Go look at some other parking ramps. Find a few good ones and bad ones. Find out why some work and others don't. Take the info back to your project.

Would be hard to see how it was put together without taking it all apart. But it might be a good start.
