I am using spacer bar 25mm dia each of 1500 mm lgth of beam to separate 2 layer of rebars. Any requirement for lgth of spacer bar?

Usual practice is to make them long enough to support all the bars, while maintaining adequate edge cover.

My spacer bar are cutted more than width of beam so I put it 45 degree from the beam with enough cover. Is that ok?

That should be fine, as long as it is done correctly in the field. You don't want the end of those bars up against the form.

What size are the bars in the 2 layers that you are seperating?
In the UK, spacer bar have to be a min of 25mm or the size of the main bars that are being seperated if these are bigger.
