I have a case where the reinforcement bars in a column do not protrude into the slab above, bars were fixed short. The column is cast.

No, If a design the column as pinned at the top, I still need to provide minimum restraint so that column top cannot move laterally and remains fixed to slab.

I intend to dowel bars into the top of the column that will protrude into slab. Now, I want to know what the minimum shear is I must design this dowel connection for. In this case, a 650 x 450 column with an axial load of 3300kN.

I know for steel members there is a percentage of axial load used as minimum force needed to restrain the steel member, but I cannot find a similar prescribed allowance for concrete columns.

I'd use 2% of axial as a minimum, similar to steel.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
