Hi All

My project have numbers of pressure vessels which designed to ASME VIII div.1 Edd.2013; initial specification does not call for ASME stamp however end user has recently requested ASME stamp at middle of the fabrication process.
When ASME stamp is to be applied, the materials are to be complied with ASME Ed 2013 and plate SA 516 Gr.70 Edd 2013 has a requirement that Boron content shall be limited at 1% (I do not have standard with me here to confirm) and also reported in mill certificate. However some of our plates made before 2012 and its mill certificate do not have Boron content. Due to this we will have to do chemical analysis on these plate to identify Boron content.
I am thinking of the worse scenario when Boron content exceeds the limit, what could be the code case allowing me to use these materials? Pls share your knowledge and opinion on this case?

There is no such requirement for boron for SA 516 steels, in fact there is no 1% limit because boron is such a potent element for hardenability in steel, it is limited in most steels to less than 0.0010% by mass.

Your post is confusing in the sense that once fabrication is in process it is not that simple to stamp the vessels unless the AI has been involved up until this point. You better check again the with stamp holder regarding your concerns.

Metengr, AI can stamp the vessels as long as they are still at fabricator workshop but of course we have to fulfill his requirements through the engineering document review, verify materials and fabrication & QC records etc.
Boron requirement of max. 0.0010% by heat analysis is set by SA20 ed.2013 which will be a mandatory reference for SA516.

There is no reason to determine boron content provided the plate was supplied under SA 20/SA 516 there would be less than 0.001% content. I agree, you are bound by the limits of SA 20 for plate. In this case, the boron limit is 0.001% and not 1% as you stated. If the boron exceeds this value, this means the plate does not meet SA 516 material specification under SA 20. There is no code case for this, it is a nonconformance and requires disposition.

See ASME Section II Mandatory Appendix 2 for other acceptable editions of the A/SA-516 specification.
