For standard AISC detailing, you will need a 1-1/16" dia. hole for a 1" bolt. The distance from the center of the hold to the flange edge has to be at least 1-1/4". If your flange is 2-1/4" wide, you will be on the sloped part of the flange and will likely have clearance problems for tightening. At the least you will need a sloped washer.

Yes, you are allowed less than this, if you meet certain provisions from AISC Chapter J. If you meet the conditions from J3.10 and J4, then you can use less than 1-1/4", down to a minimum limit of 1 bolt diameter. You can even exceed this, if you, as the SER, approve the detail. Base the decision on the transverse shear you expect in the connection.

Just curious why you would want a 1" bolt in that flange? Surely it couldn't be needed for tension as the flange likely does not have the stiffness to require a 1" bolt. For shear, you are removing enough of the flange that it may be a problem as well.

Can you build off the C8's web and attach to the added steel?

Considering the web thickness and the radius, along with a 1/2" minimum edge distance, this cannot be done without seriously clipping any washer needed.
