Under ASME B&PV Code, VIII-1, bolted flat heads, as per UG-34, will generally be attached to a flange designed to Appendix 2. Appendix 2 defines "A" as the outside diameter of the flange, or when slotted holes are used then A is the diameter to the root of the slots. Dimension A is used further in the stress analysis of the flange, so the use of slotted holes will affect the design of the flange.

As ASME permits the use of slotted holes for flanges, it is presumably okay to use slotted holes on the mating cover because there is no direction otherwise, and to not permit slotted holes on the bolted cover makes slots on the flange useless. Design of the bolted cover itself depends on the gasket characteristic dimension "G" ("d" as indicated in Figure UG-34 sketch (j) ), which will be unaffected by the presence of slots.
