Sorry if it is an elementary question! I see everywhere on streets in over head distribution cables, that there are two (what looks like an) extra rolls of cable with an equipment in series with them (the equipment looks like big old rheostats in electrical labs) , what is this configuration?

Probably fiber optic cables where they were pre-terminated to a specific length somewhat longer than actually required and then looped back and forth to take up the extra length. If that's not it, pictures would help.

Looks like FO (or some other pre-terminated)cable looped up next to a splice case.

I've learned from older guys to call the loop of cable a 'goof loop.'

I was in Labrador once trying to move a XFMR transported on a flat bed... Thank god all the wire/cables crossing road ways had goof loops, as we needed the extra slack on the wire/cable to lift it up so we could get the unit underneath.

The main purpose of the 'goof loop' near a splice case is to provide sufficient slack to bring the case down to grade level so that it can be maintained/modified (typically in a van or trailer) rather than while up in the air.

Splicing fiber is enough of a PITA without adding "while poised on a ladder hanging on a wire six meters in the air" to the task.
